Be sure to think about participating in the auction after the opponents pre-empt. Here N has 17HCP and if we trust that E has less than 11, and give partner half of the remainder, South must have at least 6 HCP - this is nearly game values. Passing 4H out is tehrefore not an option for NORTH. (NB: South cannot double as to perform the same calculations would be trying to enter with auction at the 4+level with only half the pack's HCP).
If North does double, please take it out unless you can convert it to penalties because you hold tricks in the opponent's bid suit.
