West should bid as high as they dare over the double - 1 level higher than without the double - so 3D is right. North's double here is responsive - it shows 10+ HCP and says partner do something we have the majority of the points. NB East opening is a matter of style. Without a rebiddable suit and HCP in a shortage Pass would be equally sensible here.

I agree with the decision not to open with the east hand. My criteria for opening with less than 12 HCP is that I must have a rebid available that shows something more about my hand.
If E Passes then South will open 1NT. North will pass.
RULE/TIP:
After a 1NT opening you need 11HCP to invite game using stayaman. This is because 14+11 = enough for 3NT. Otherwise pass.
