It must be right to raise spades with 4 cards even with only 5 points. West must not be put off bidding as 3H will be a good save and might even make. The vulnerability is a factor - when you are not vulnerable you can be more aggressive overcalling because the pain if the contract fails is lower.

There are two schools of thought about opening 5 card majors 1nt. you and partner need to do the same thing. and generally the question that decides it, is what will your rebid be. if you are ok with bidding 1s 2 spades if not 3h (see bd4), then great. Otherwise open 1NT.
